Old Lyme Board of Selectmen                             
Monday, 7 May 2012


The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 7 May 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – 16 April 2012
Selectwoman Nosal moved to accept the minutes of 16 April 2012. Selectman Sibley seconded the motion.  SO VOTED.

4.  Old Business
a. Lords Woods – Subordination in favor of CL&P for Easement
This item was tabled from the Selectmen's meeting of 16 April as Selectman Sibley wanted Open Space to weigh in on it. Diana Atwood Johnson has reported that Open Space is in favor of this.

Selectman Sibley moved to authorize First Selectwoman Reemsnyder to execute the subordination in favor of CL&P, which~will subordinate the mortgage held by the Town of Old Lyme, recorded at Vol. 364, Page 1048 of the Old Lyme Land Records,~to an~easement~in favor of CL&P over Lord's Meadow Lane Ext. Selectwoman Nosal seconded the motion.  SO VOTED.

b. Annual Town Budget Hearing – update
First Selectwoman Reemsnyder reported that a handful of people were in attendance at the Annual Town Budget Hearing held on 16 April.  Members of the Board of Finance and the Board of Selectmen were present.  Board of Finance Chairman Andy Russell presented the budget that evening. The budget vote will be on 21 May at 7:30 PM in the Meeting Hall at the Memorial Town Hall.

c. Special Town Meeting – April 23, 2012 update
The following four items were on the call and all were passed.
- Amendment to Parking Regulations Ordinance
- Amendment to WPCA Ordinance
- Amendment to Unaccepted Roads Ordinance
- Ordinance for Formation of COG

d. Salary Study – Discussion
First Selectwoman Reemsnyder reviewed the presentation made by Randi Frank at the Selectmen's meeting on 16 April and stated that one thing that Randi had not gotten into was that job titles have changed on some of the job descriptions.  First Selectwoman Reemsnyder asked if the Selectmen felt comfortable with accepting the new job titles.  The Selectmen were in favor of the changes.

First Selectwoman Reemsnyder spoke of the need of HR Services for the Town and suggested that the Town look into getting a proposal for several items:  the first to create an Employee Handbook, the second to help the Town develop a formal employee evaluation form, and the third to have an HR person come to the Town Hall perhaps once a month to be available to Town employees.  The Town would need to decide how they will want HR Services handled in the future.  First Selectwoman Reemsnyder hopes to have three proposals shortly.   This will be placed on the next Board of Selectmen's agenda.


5.  New Business
a. Annual Town Budget Meeting – Monday 21 May, 7:30 PM, Memorial Town Hall

The following items will be on the call:

  • To adopt the Budget for the fiscal year July 1, 2012 through June 30, 2013, as recommended by the Board of Finance.
  • To adopt a proposal that taxes in the Town of Old Lyme on Real Estate and Personal Property shall be paid in two (2) semi-annual installments, the first payment being due on July 1, 2012 and the second payment on January 1, 2013.  Any tax in these categories under $100.00 will be due in full in one payment in July, 2012, as are vehicles on the Supplemental List due in January, 2013 in one payment.
  • To appropriate the additional sum of $142,283 for the Town’s emergency management account in connection with Hurricane Irene, as recommended by the Board of Finance.  Such appropriation may be funded in part by federal monies under FEMA.
  • To appropriate a sum not to exceed $200,000 for the dredging of the Four Mile River and the Black Hall River, as recommended by the Board of Finance.   $200,000 of such expenditure shall be funded by a grant from the Connecticut Department of Transportation.
  • To appropriate a sum not to exceed $290,000 for the Rogers Lake Dam project, $229,750 of which expenditure shall be funded by a grant under the State’s Small Town Economic Assistance Program (STEAP).  Said project has been recommended by the Board of Finance and Board of Selectmen.
Selectman Sibley moved to approve the items for the Annual Town Budget Meeting to be held on Monday, 21 May 2012 at 7:30 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.

b. White Sands Beach – Request for Snow Plowing
First Selectwoman Reemsnyder stated that on March 30 she had met with a couple of people from the White Sands Beach Association.  They requested that the Board of Selectmen consider plowing White Sands Beach Road which is the main road that provides an easement to the public parking lot at White Sands Beach.  Mr. Adanti reported that the Town does plow the public parking lot.  There are speed bumps on White Sands Beach Road which could pose a problem.  Selectman Sibley suggested that an agreement should be drafted between the Town and the White Sands Beach Association as an exception to the snow plowing policy that has just been approved.  The Selectmen will request that the Association use temporary speed bumps that can be removed during the winter months.  First Selectwoman Reemsnyder will work on this agreement with White Sands Beach Association Members and the Town's Attorney and then bring it to the Selectmen for their approval.

7. Other Business

Selectman Sibley spoke about moving forward with filling the position of a part time Social Services Coordinator.  First Selectwoman Reemsnyder stated that this should be a go as of 1 July.
Selectman Sibley inquired about the consultant who was to provide feedback regarding the Town's IT study.  First Selectwoman Reemsnyder reported that a presentation will be given to the Board of Finance and the Board of Selectmen in the near future.

First Selectwoman Reemsnyder reported on some changes that will be incorporated at Sound View this upcoming summer to help with crowd control, safety, signage and parking.   It was suggested that the changes be posted on the Town website and also as a printed handout to beachgoers.  
First Selectwoman Reemsnyder reminded the public that there will be a Memorial Day Parade on Monday, 28 May 2012 starting at 11:00 AM at the Lyme Street Fire Station.    

The next Board of Selectmen's meeting will be held on Monday, 21 May at 4:00 PM in the Meeting Hall of the Old Lyme Town Hall.

Selectwoman Nosal moved to adjourn the meeting at 8:16 PM.  Selectman Sibley seconded the motion.  SO VOTED.
